SOME NEW POINTS IN CIRCULAR NO. 141/2025/TT-BTC ON THE REGIME OF MANAGEMENT, CALCULATION OF WEAR AND TEAR AND DEPRECIATION OF FIXED ASSETS AT AGENCIES, ORGANIZATIONS AND UNITS EFFECTIVE FROM JANUARY 1, 2026

On December 31, 2025, the Ministry of Finance issued Circular No. 141/2025/TT-BTC guiding the regime of management, calculation of wear and tear and depreciation of fixed assets at agencies, organizations, units and fixed assets assigned by the State to enterprises for management, effective from January 1, 2026, applicable from the fiscal year 2026 and replacing Circular No. 23/2023/TT-BTC dated April 25, 2023, in which some noteworthy contents are as follows:

Shelf life and rate of wear and tear of tangible assets

Appendix I shortens to 06 asset groups. In which: Computers, printers, scanners, photocopiers: 07 years (14.29%/year); File cabinets: 08 years (12.5%/year); Tables and chairs, elevators, safes: 10 years (10%/year). Other machinery and equipment, including other special-use equipment: 05 years (20%/year) (Clause 1, Article 13 and Appendix I).

Previously, Appendix No. 01 of Circular No. 23/2023/TT-BTC included 07 groups of assets. In which: Computers, printers, scanners, photocopiers: 05 years (20%/year); File cabinets: 05 years (20%/year); Tables and chairs, elevators, safes: 08 years (12.5%/year). Other machinery and equipment, including other special-use equipment: 08 years (12.5%/year).

Criteria for recording houses and land as fixed assets

The right to use land, houses, construction works and architectural objects attached to land are fixed assets regardless of value and duration of use (Point a, Clause 2, Article 3).

Previously, houses and land were assets that had to have a useful life of 01 year and a historical cost of VND 10 million or more (Clause 2, Article 3 of Circular No. 23/2023/TT-BTC).

Intellectual property rights transferred to specific fixed assets

Copyright, rights related to copyright, industrial property rights and rights to plant varieties are now specific fixed assets, recorded at the conventional price of VND 10 million and excluding wear and tear and depreciation (Point c, Clause 1, Article 4, Article 8 and Point b, Clause 3, Article 11).

Previously, these rights were intangible fixed assets of Category 2, Category 3, and Category 4, calculated according to the list issued by ministries, central agencies, and provincial-level People’s Committees (Point b, Clause 1, Article 4 and Clause 2, Article 13 of Circular No. 23/2023/TT-BTC).

Assets without depreciation and depreciation

Supplementing the group without calculation of depreciation and depreciation includes assets whose value does not decrease over time: animals, perennial trees, perennial orchards, relics, antiques, national treasures formed from procurement (Point dd, Clause 3, Article 11).

Previously, animals were 08 years (12.5%/year), perennial trees and perennial gardens were 25 years (4%/year), lawns, green carpets, and ornamental plants were 08 years (12.5%/year) according to Appendix No. 01 of Circular No. 23/2023/TT-BTC.

Transition processing from FY2026

If the property recorded before January 1, 2026 has a changed useful life, the wear and tear from 2026 is equal to the residual value on December 31, 2025 divided by the remaining useful life; the property at the end of its useful life but has a residual value will be worn out in 2026 equal to the entire value (Clause 1, Article 18).

Assets transferred to a specific group or a group without calculating wear and tear according to Circular No. 23/2023/TT-BTC must be adjusted in 2026 (Clause 6, Clause 7, Article 18).
