NEW VIETNAM ECONOMIC SECTOR SYSTEM FROM 15/11/2025

On September 29, 2025, the Prime Minister issued Decision 36/2025/QD-TTg (Decision 36) promulgating Vietnam’s system of economic sectors. Decision 36 stipulates the purpose of promulgation, criteria for determining economic sectors, the list and content of Vietnam’s economic sectors. This document applies to ministries, branches, agencies, organizations and individuals using the Vietnam system of economic sectors.

1. Purpose of promulgation:

Vietnam’s system of economic sectors is uniformly used in:

· State statistical activities;

· To build an administrative registration system, national database and specialized database;

· Other relevant state management activities.

2. Criteria for determining economic sectors:

The economic sector is a collection of the same economic activities based on three criteria:

· Production process of economic activities;

· Input materials used by economic activities to create products;

· Characteristics of output products of economic activities.

3 – Vietnam’s system of economic sectors

Vietnam’s system of economic sectors must ensure full reflection of economic activities taking place in the territory of Vietnam and ensure international comparison. These include:

· List of Vietnam’s economic sectors (Appendix I attached);

· Contents of Vietnam’s economic sector (Appendix II attached).

Industry Code Structure:

· Level 1 majors: 22 majors (symbols from A to V).

· Level 2 majors: 87 majors (two-digit codes from 01 to 99).

· Level 3 majors: 259 majors (three-digit codes from 011 to 990).

· Level 4 sectors: 495 sectors (four-digit codes from 0111 to 9900).

· Level 5 industry: 743 industries (five-digit code from 01110 to 99000).

The contents of the economic sector clearly explain the activities defined in the economic sector, including:

· Including: Economic activities identified in the economic sector;

· Exclusions: Economic activities that are not defined in the economic sector but belong to other economic sectors.

Decision No. 36 takes effect from November 15, 2025, replacing the Prime Minister’s Decision No. 27/2018/QD-TTg on the promulgation of the Vietnam Economic Sector System.
